A new round of funding will help many Portland education jobs go green.

The Portland City Council recently approved the allocation of $11 million in low-cost Recovery Zone Economic Development Bonds to Portland Public Schools. The funding will be used to finance energy and water conservation projects throughout 100 schools, which will in turn create jobs, improve classroom conditions, and create more energy savings.

"In this year's State of the City address, I talked about utilizing Recovery Zone Bonds to fund sustainable development and to extend the Clean Energy Works Portland program to institutional and commercial building stock," Mayor Sam Adams said. "Today, we're realizing that goal in a way that creates jobs, supports schools and furthers our sustainability efforts."

PPS was selected to receive the funding after a thorough application and evaluation process that attracted eight statements of interest. Those interested had to offer: energy efficiency retrofit projects, renewable energy projects, and new green building projects.

"We're grateful to the city for giving Portland Public Schools the opportunity to participate in this federal stimulus bonding allocation," David Wynde, chair of the school board finance committee, said. "This is a win-win for the city and for PPS because we can issue these bonds to fund projects that reduce our energy and water use, put people to work this summer, and repay the bonds with the cost savings."

The American Recovery and Reinvestment Act provided Portland with $33.9 million in Recovery Zone bonding, including $13,548,000 in Recovery Zone Economic Development bonds and $20,323,000 in Recovery Zone Facility bonds.

Recovery Zone Economic Development bonds are taxable municipal bonds eligible for a 45 percent direct interest payment subsidy from the federal government, meaning they have no impact on the city's budget or city taxpayers.

Coming off the heels of a grave economic downturn, more and more elderly workers are doing everything they can to stay in the job market longer. This means avoiding retirement for employees still in the workforce and searching for new job for those who previously retired.

Unfortunately, the bad economic situation created a huge pool of talented unemployed workers who were willing to take positions they normally would not consider or would not be available for. This means elderly workers have faced even tougher competition than usual.

The AARP reports that unemployment for mature workers has increased by 331 percent during the last 10 years. In response, the organization is hosting a series of job fairs throughout the country in order to help elderly job seekers get back into the workforce.

There also are many things elderly workers can do on their own in order to increase their chances of getting hired. One of the most important things you can do is to refresh and upgrade your resume, which can be made easier by using a free resume builder.

Here is some more advice from CNNMoney.

Whittle down your experience - One of the biggest obstacles for older workers is that they may be overqualified for jobs they're applying to. So, whittle down your resume to what's really important:

Focus on the last 10 years - Stress money earned for the company, costs eliminated or time saved. And share only those qualifications that match the job opening. Don't talk at length about your vast experience. Focus on what you can do for your employer.

Leave off school graduation dates - Don't start your resume with dates and leave off the date you graduated from high school or college.

Fill work gaps with volunteering and consulting - Try to avoid gaps in your work history too. To make up for long gaps, consider volunteering or doing some pro-bono consulting work.

Join professional associations, subscribe to trade journals and keep up with innovations and developments in your field as much as possible.

Get retrained - If you are over 55-years old and meet certain income requirements, AARP offers a free Senior Community Service Employment Program. The organization's staff will assess your job skills and interests, connect you with training, help you update your resume and provide you with job leads. As part of the program, you also will work part time for a host agency like a food bank or a library.

Go back to school - Many elderly people opt for a local community college. And don't forget to look for scholarships, as schools give out financial aid, regardless of how old you are. Currently, there are more than 250 awards created for students who are older than 25, and 1,800 scholarships available to students of any age.

Check out this recruiting video for AARP:

According to the Millennial Women Workplace Success Index by Accenture, the two qualities that women view as a key to workplace success are the ability to balance their personal and professional lives, at 59 percent, and working in a job where they can make a difference, at 66 percent.

This supports the theory that family-oriented and younger people are more interested in a job that offers flexibility as one of its benefits. In addition, about 66 percent of respondents said family life is important to them, compared to the 29 percent of women who said career success is important.

Other factors that women take into account as part of workplace success include: stable employment that provides financial security; a positive work environment; open and honest communication with supervisors; and opportunities to grow professionally.

While 46 percent of women said they already have an equal balance between their work and personal lives, only 46 percent said they would settle for a reduced salary if it led to more personal time, while 54 percent would give up some personal time to earn more income.

However, women seeking more personal time already have a higher income and are only willing to forgo 15 percent of their salary, while those willing to give up their personal time would require a 32 percent salary increase to do so.

When it comes to choosing a job, 65 percent of women consider secure employment the most important aspect, 49 percent want employers to encourage a work and personal life balance, 33 percent want opportunities to earn bonuses and 29 percent want the option to invest.

However, the economic recession has certainly taken its toll on women, as 59 percent of respondents said they have been at least somewhat negatively affected by the economic downturn, and 33 percent are more concerned with keeping their current jobs than achieving a work life balance.

Of the respondents, 94 percent believe they can achieve a balance between a satisfying professional life and gratifying personal life. In that same respect, respondents listed the typical qualities of a successful female business leader as: "maintains a work life balance" by 70 percent, "is flexible" by 66 percent and "is able to make an impact" by 64 percent.

About 70 percent of respondents believe they will be successful and one-third believe they will reach the top of their professions. About 63 percent of women think medical benefits are a driver of professional success, followed by flexible hours by 50 percent, and classes and training for professional advancement by 37 percent.

The Index is based on the results of an online survey of 1,000 millennial women ranging in age from 22 to 35 who are employed full-time in the United States. Accenture thinks such a survey is important, as women will soon make up half of the nationwide workforce, and millennials already account for one-third of the working population.

New pieces of legislation are being proposed in an effort to make employment background check procedures more friendly to a diverse workforce.

The Equal Employment Opportunity Commission recently introduced an initiative dubbed E-RACE, or Eradicating Racism and Colorism from Employment. Through that effort, the EEOC has found that employer policies on criminal and credit histories may have an adverse impact on certain individuals, particularly those of African American or Hispanic descent.

As a result of that initiative, according to an article by Human Resource Executive Online, many employers have seen an increase in EEOC requests for information concerning background check procedures and policies, which has led to an increase in lawsuits.

The EEOC vs. Freeman lawsuit filed in September 2009 alleged that the company's use of credit and criminal history checks continues to have a significant disparate impact on African American applicants, while criminal history checks specifically have an adverse impact on Hispanic and male applicants.

The previously-filed EEOC vs. Peoplemark lawsuit based on complaints from African American applicants alleged that the company's policy denies employment to any person with a criminal record, which has a disparate impact on African American applicants.

Credit reports, which can have an adverse impact on any job seeker, are the focus of the Equal Employment For All Act, a proposed bill sponsored by Rep. Steve Cohen. That bill would amend the Fair Credit Reporting Act to ban employers from using only credit reports to make hiring or promotion decisions.

Two states - Washington and Hawaii - have already adopted laws that restrict the ability of an employer to rely on an employee's or applicant's credit history when making personnel decisions.

In Washington, employers can only obtain credit information for employment decisions if such information is related to the job. In Hawaii, employers can only conduct a credit check if such information has a direct relationship to an occupational qualification and a conditional job offer has already been made.

A bill proposed in Connecticut would require employers to prove the necessity of implementing a credit check. In Wisconsin, a bill has been proposed that would place credit history checks among the unfair discriminatory employment practices prohibited by state law, except when such a check is directly related to an employee's job.

Similar bills have been proposed in New York, Missouri, Ohio, New Jersey and Michigan. A bill passed by both the California House and Senate was later vetoed by Gov. Arnold Schwarzenegger.

Are there too few diversity jobs in today's world?

There has been a lot of talk lately about the lack of diversity among the employment marketplace. Several studies and articles have examined the idea that minorities are still having a hard time finding a job than their white counterparts, regardless of education or other qualifying factors.

Many people have contended that race is an issue of the past, especially with the election of President Barack Obama, America's first African American president. However, those directly affected by the issue maintain that race is still a hot-button issue when it comes to employment.

According to the U.S. Department of Labor Bureau of Labor Statistics, blacks had the highest unemployment rate among the four races listed during October, at 15.6 percent, followed by Hispanics at 12.7 percent, whites at 9.3 percent and Asians at 7.3 percent.

Surprisingly, black job seekers with college degrees have had a harder time finding a job this year than black job seekers without college degrees. At the same time, college-educated black men are facing fierce competition from college-educated white men. During 2009, black male college graduates at least 25-years old have had an 8.4 percent unemployment rate, compared to a 4.4 percent unemployment rate for their white counterparts.

Many academic studies also have confirmed that black job seekers have a harder time finding employment than white job seekers. A recent study from the Journal of Labor Economics found that white, Asian and Hispanic managers tend to hire more whites and fewer blacks when compared to black managers.

A recent study from Social Problems, an academic journal, found that white males receive substantially more job leads for high-level supervisory positions than women and members of minorities.

Several years ago, The American Economic Review published a study entitled, "Are Emily and Greg More Employable than Lakisha and Jamal?", a study that found job applicants with black-sounding names receive 50 percent fewer callbacks than those with white-sounding names.

According to an article by The New York Times, interviews with more than two dozen college-educated black job seekers throughout the country found that discrimination is rarely overt. Respondents instead said they often received surprised looks and offhand comments, as well as a loss of interest after meeting with companies.

However, the article points out, these job seekers recognize that discrimination may not be intentional, but simply a case of people gravitating toward similar people and looking for the right "cultural fit." In addition, many higher-level jobs are not posted outside the company and depend on word-of-mouth and informational networks.

The article further found that while some minorities considered "pulling the race card," even more found a bigger benefit in removing race-identifying credentials from their resumes and electing not to identify their race on job applications.
